European customs authorities began requiring granular emissions certificates for selected steel shipments under the bloc's carbon border mechanism. Traders said early filings exposed gaps in supplier data from Asia and Eastern Europe.
Climate officials argued the system levels competition for EU producers investing in lower-carbon furnaces. Industry groups asked for longer transition periods for small importers lacking in-house sustainability teams.
